                5:50 She was kept mothballed for a long while, as in, light the boilers, load the guns, and you're ready to raise hell. 4 hours is a stretch, but not by a large margin. And she was in active combat service as recently as 1991. (Hell, I think we're still making shells for those 16" guns.)

                Why did he make lieutenant? Because if you become an officer and do not 100% actively screw up, you can make O3. Just like enlisted, up to pay grade 3 (E3, or O3), is essentially guaranteed as long as you are not a complete failure.

                            Promotion to Lieutenant is automatic. Every officer rank after that requires them to pass a board made up of superior officers. Hopper just had to manage to stay in for a certain amount of time to be automatically promoted to Lieutenant.

Computer monitors, sunglasses, and the windows in the small boats are all plastic, so they wouldn't shatter with the sonic boom.
